Washington Times Examines Debate Over ‘ABC’ HIV/AIDS Prevention Model Used in Uganda
The Washington Times today examines the debate over the "ABC" HIV/AIDS prevention model that has been used in Uganda since 1986 and "is considered the brightest success story in the course of the pandemic." ABC stands for "Abstinence, Be faithful, or use Condoms." Although some of the debate about the program is over the abstinence component -- many USAID workers say that the program is a "cover" for abstinence-only policies -- the Times reports that "part of the debate is about how to divide the pie" of President Bush's proposed $15 billion AIDS initiative.
