Report Examines ADAP Waiting Lists, Other Cost-Containment Measures
"ADAP Watch," National Alliance of State and Territorial AIDS Directors: The report finds that as of July 3, there were 35 people on waiting lists for AIDS Drug Assistance Programs in two states: Indiana and Montana. As of May 15, ADAPs in two states -- Montana and Utah -- had implemented cost-containment measures since April 1, when the ADAP fiscal year began. In addition, ADAPs in Arizona and Indiana report anticipating the need to implement additional or new cost-containment measures during this ADAP fiscal year, which ends on March 31, 2009. According to the report, although the trend of relying on cost-containment measures to meet demand for services with available funding has slowed in recent months, the "future remains uncertain" because funding in FY 2009 "remains bleak." The report also examines federal funding for other Ryan White Program initiatives, such as Part B programs, as well as the estimated federal funding needs for ADAPs and Part B programs in FY 2009 ("ADAP Watch," NASTAD, 7/10).
