Just weeks before the November elections, new polling shows that four out of 10 adults – no matter whether they supported the law – think the health care law did not do enough to change the health care system, and 53 percent of Americans are confused about health reform. Separately, Department of Health and Human Services Secretary Kathleen Sebelius has issued new guidance to insurers in the area of child-only health insurance policies after some companies have left that market.
