In a news conference Tuesday on Capitol Hill, House Budget Committee Chairman Paul Ryan, R-Wis., as well as Rep. Tom Price, R-Ga., said that the sweeping changes proposed to Medicare in the GOP 2013 budget would protect the program for seniors and the disabled.
