Colin Powell Responsible for ‘Forward-Looking’ HIV/AIDS Policy for Africa, National Security Adviser Condoleezza Rice Says
Speaking on NBC's "Meet the Press" yesterday, President Bush's National Security Adviser Condoleezza Rice said that Secretary of State Colin Powell was an integral part of the administration's AIDS in Africa policy. "I have no closer relationship than I have with Colin Powell," Rice said, adding, "He is the chief voice on foreign policy. He is the person to whom the president turns. ... [W]ithout his skill as a diplomat ...
